You see two prices one regular - it is black flowers. And the price of the design is discounted in red colors. At the end, when paying, you get all the designs at a discount.

Would this design sew out ok if reduced to about 3inches high

This is not real. The design contains a large number of small details. Machine embroidery design will lose its quality and original appearance.
